These trains run on Nightmare Fuel.
From the cautionary cartoon "Play Safe", made to make kids wary of going to train yards un attended. The boy you see is actually unconscious from falling off a train and is later saved by his dog. The cartoon is short, but is quite creepy in this scene but verges on the absurdly comical at times.
