How to catch shinx, luxio and luxray
To catch shinx you need to go to challenge beach when it is either raining or there is a thunderstorm, run around the grassy areas until you see a shinx approach you.
To catch luxio and luxray, head to the soothing wetlands when the weather is a thunderstorm, they will be special overworld spawns and you can find them in the locations I show in the video.
