Is riot foam useful on legendary? The Division 2 Warlords of New York

I just want to show you some examples of riot foam working perfectly for the hardest content. It is not the best crowd control skill in my opinion, but there are some areas that it just excels at dropping the AI. Like I show it is great for hitting groups dropping from the helicopters, and for stopping waves coming at you. Then when paired with skills like the cluster seeker or mortar turret your team can deal tons of damage. It also allows you to block enemies from running back to the Black Tusk healing station, which is hugely beneficial.
