How To Fix Mouse Loading Icon Won’t Go Away on Windows 11/10 | Cursor Spinning Blue Circle Fix:
1. Restart Windows Explorer
2. End the Spooler process
3. Disable the fingerprint device
4. Update the mouse driver
5. Boot into Safe Mode
6. Perform Clean Boot
7. Run SFC Scan
8. Disable third-party Explorer add-ons
9. Change your mouse cursor scheme
10. Disable Mouse Pointer Location
11. Change the Mouse Pointer
12. Repair MS Office Installation
13. Check File System Errors
14. Uninstall ASUS Smart Gesture
15. Remove Asus Framework (For Asus Laptops only)
16. Set Time and date
17. Disk Cleanup
18. Scan for Antivirus

Command Prompt Commands:
chkdsk
sfc /scannow
dism /online /cleanup-image /scanhealth
dism /online /cleanup-image /checkhealth
dism /online /cleanup-image /restorehealth

Registry Editor Solution:
Go to the path: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Shell Extensions\Approved and then look for entries that belong to third-party add-ons. Right-click on them and select Delete.

We recommend that you restart your PC after each solution, and if none of the solutions work, then try reinstalling Windows altogether. Meant for all current Windows versions: XP, Vista, Windows 7, Windows 8, 8.1, and of course Windows 10 and Windows 11.
