Well, just as I was saying when it happened, the Couch-Potato Conservative Political types of today can't beat the thinking that went into establishing the City State that is Walt Disney World. In a predictable event,

It is important to understand that Reedy Creek Improvement District (the “District”) is a local government entity, created in 1967 by a special Act of the Florida Legislature, the purpose of which is to support and administer certain aspects of the economic development and tourism within District boundaries. And that is Walt Disney World.

And as the website for Reedy Creek inform us: "With an administration office located on Hotel Plaza Boulevard in Lake Buena Vista, the District encompasses approximately 25,000 acres in both Orange and Osceola counties, servicing 24 landowners, including Walt Disney Co. and its wholly-owned affiliates. The District operates in accordance with its Charter and Chapter 189, Florida Statutes, The Uniform Special Districts Accountability Act. The District is responsible to oversee land use and environmental protections within the District, and provide essential public services (e.g. fire protection, emergency medical services, potable water production, treatment, storage, pumping & distribution, reclaimed water distribution, chilled water systems, wastewater services, drainage and flood control, electric power generation & distribution, and solid waste and recyclables collection & disposal); regulate the EPCOT Building Code; and operate and maintain all public roadways & bridges.."

You think all of that can be given to a Florida Governor over a stupid "Don't say Gay" law? I told you the reason is stupid, and that led to stupid legislation that most of the Florida Legislature backed and now look stupid for getting behind. Disney and Reedy Creek did not act secretly, but in public.

The trouble is, the current electorate and government is too stupid to figure out what the Reedy Creek Improvement District Public Meeting of February 8th 2023 was really all about. Indeed, the title of the main item on the agenda was evident:

CONSIDERATION of Request for Board approval and District Administrator
authorization to sign a License Agreement between the Reedy Creek Improvement District (RCID) and Walt Disney Parks and Resorts U.S., Inc. (WDPR) for the continued use by WDPR of the Disney Springs parking garages and pedestrian bridge for security screening. The License Agreement will be in substantially similar form as attached hereto as EXHIBIT B with such changes as the District Administrator reasonably approves.

CONSIDERATION of Request for Board approval and District Administrator
authorization to sign the Amended and Restated Labor Service Agreement between the Reedy Creek Improvement District (RCID) and Reedy Creek Energy Services (RCES). The agreement is modified to be consistent with RCID’s 2023
Comprehensive Plan, to extend the term of the agreement to align with RCID’s 2032 Comprehensive Plan, to update the scope of services, to amend the procedures to calculate RCES’ fees, and to address other administrative items. The Amended and Restated Labor Service Agreement will be in substantially similar form as attached hereto as EXHIBIT C with such changes as the District Administrator reasonably approves.

CONSIDERATION of Request for Board approval and District Administrator
authorization to sign a Declaration of Restrictive Covenants by Reedy Creek
Improvement District (RCID). The Declaration is associated with the Chapter 163
Developer’s Agreement, which provides certainty regarding future development to Walt Disney Parks and Resorts U.S., Inc. (WDPR) and is consistent with RCID’s
2023 Comprehensive Plan. The Declaration will be in substantially similar form as
attached hereto as EXHIBIT D with such changes as the District Administrator
reasonably approves.

CONSIDERATION of Request for Board approval and District Administrator
authorization to sign a License Agreement between the Reedy Creek Improvement District (RCID) and Walt Disney Parks and Resorts U.S., Inc. (WDPR) for the continued use by WDPR of certain RCID property for the placement and use of WDPR equipment, which equipment includes, among other items, a compressed air utility system, an emergency power system and fuel tanks. The License Agreement will be in substantially similar form as attached hereto as EXHIBIT E with such changes as the District Administrator reasonably approves.

The presentation and signing of those documents by the Reedy Creek Board of Supervisors on February 8th 2023 was in public, It means that the sham board that Governor DeSantis formed is toothless.
