Starting in 1897 and continuing through 1930, the steep topography of central Seattle was significantly altered by a series of regrades, in what would have been the largest such adjustment of urban terrain at the time.

The regrading technique was chosen mostly for economic reasons. Rearranging the land was supposed to increase trade with the city. The city's first urban planners held the view that commerce would flourish if roadways were at level elevations and at regular angles.
