Background:
Planned Parenthood v. Casey was a Supreme Court case to determine whether the government had a right to place certain restrictions on abortion. Eventually it set a precendent that it could not be required of the woman to inform her husband she was recieving an abortion because it is said to present an "undue burden" on the woman.
BASICALLY, it said you dont have to tell your husband if you want to get an abortion because then he may try and stop you and it is believed that since it is a womans body it is her choice. By creating an obstacle out of the husband, it then becomes too dificult for a woman to acquire the procedure and is therefore an "undue burden".
