Fluorescent lamp takes long time to light

This is a dual circle line lamp that won't start up when you turn the power on.. It takes around 5 minuets or as much as 40 minuets to light.. I tried changing the bulbs but the new bulbs do the same thing..
Any help would be appreciated..
