Is Panasonic Deprioritizing Micro Four Thirds?

The launch of Panasonic Lumix S9 shows that Panasonic is prioritizing R&D for full frame L-Mount system. I believe a Micro Four Thirds camera would have been a better option for S9, being smaller, yet can easily fit important features like EVF and mechanical shutter. Also, S5 II was launched before G9 II, which again, shows full frame takes priority over Micro Four Thirds. What do you guys think? Do come in and join the conversation!
