Learn how to controll your car over a single point while spinning.
Let the ball lead you into the spin.
Don't allow the ball to be too far forward during the start.
Don't allow the ball to be too far aft during the start.

If you can do these things then you can spin dribble.
After those steps it just comes down to muscle memory. Good luck! Try slo-mo in either a solo private match or use bakkes mod (F2 - Current Game - Adjust Game Speed slider as necessary) if you're on PC.
