There are several things that can cause the meta box not to appear. First, does it appear on other post types like Pages, or is Post the only post type that doesn't show it? If it's just posts, check the plugin settings under SEO Post Content Type. Make sure Show SEO settings for posts is checked.

There is also a "problem" with Gutenberg where the meta box below the content sometimes moves to the sidebar unexpectedly. In short, the list of boxes under the content and sidebar appears to be a list. #yoastseo #solved #wordpress

Fortunately, you can drag and drop meta boxes below the sidebar and content. Also, you can use the up/down arrows (images) to switch between the sidebar and content area. In some cases, you may need at least one metabox to move the box between the two areas.

Make sure you are in the correct sidebar. The gear icon should be selected and you should be in the Documents section. Make sure to move the correct panel. The top "Yoast SEO" field cannot be moved. Scroll down and use the up/down arrows to find the second "Yoast SEO". You can do this under the Doner menu (three dots) Options. be patient. It may take some trial and error to determine which option is best for you.
