Remember to use a laptop with iTunes if download it's free.
Set up laptop and put it to for this purpose.
Always make sure you power them on once in a while. And check to see if there are icloud locked.
Sometimes the original owner might deactivate the apple products online because they got new ones.
All you to do is set it up as if we're a new ipad.

press and hold the home button and press the power button

this process wont on all apple products but it get you to the right direction. some will get pass this.
