Not everyone can afford to buy dozens of Hearthstone packs, making it harder to play Blizzard’s card game at a competent level without forking over some serious cash. Budget decks only use cards that are rare or common, meaning that nearly every player with at least a few hundred dust lying around can acquire them painlessly.
