An internal review of the Metropolitan Police, led by Dr Shereen Daniels, has found that the force’s culture, leadership, and systems perpetuate anti-Black racism, making racial harm inevitable and institutionally defended.

The report, the first to examine the Met itself rather than individual scandals, highlights that force and coercive tactics, especially stop-and-search practices, disproportionately target Black people, treating “blackness itself as probable cause.” Despite previous inquiries, including the Macpherson and Casey reports, reforms have been limited, with the Met leadership, including Commissioner Sir Mark Rowley, often resisting the term “institutional racism” and maintaining structures that shield the organisation from meaningful change.

While the Met has pledged anti-racist reforms and reports some improvement in trust from Black Londoners, critics argue that progress is slow and superficial, with systemic racism still deeply embedded in policing culture.
