(TA6.02) Smart investments in data for development: Launch of the Clearinghouse for Financing Development Data

The global COVID-19 crisis has demonstrated the need for high quality, timely and disaggregated data to underpin evidence-based policymaking for effective crisis management and recovery. At the same time, data are essential more broadly for policymaking and for measuring progress towards national and global development goals. National statistical and data systems that are fit for purpose are therefore critical to achieving long-term prosperity, an inclusive recovery and sustainable development for all.

While the need for data to support public policy has never been greater, the pandemic has sharpened data inequalities between countries. Many national statistical offices in low- and middle-income countries are facing significant challenges to conduct their activities due to resourcing and capacity constraints, with 63% stating that they direly require additional funding to conduct their work.[1]. In order to reduce these data inequalities and ensure countries can rely on resilient and agile statistical and data systems to respond to the COVID-19 crisis and future shocks, stakeholders from across the development, statistical and civil society communities must come together to innovate and catalyse actions to achieve smart financing for development data.

This session, organised by members of the Bern Network on Financing Data for Development, will put a spotlight on innovations for smarter development data financing, with a focus on the launch of the Clearinghouse for Financing Development Data – a new platform developed by the network to help countries and their development partners identify funding opportunities, bring projects to scale, advocate for support to data and statistics and connect to new partners. Participants will be given a practical demonstration of how to use the clearinghouse to derive insights to make more efficient decisions for data financing

The session will also present insights on how to create an enabling environment for smarter development data financing by:
             
Strengthening linkages between different mechanisms for smarter development data financing, including the Cape Town Global Action Plan for Sustainable Development Data (CTGAP), the World Bank’s new Global Data Facility, and the work of the Bern Network;
Sharing lessons learned on how data are financed to build strong and resilient data ecosystems, drawing on the OECD’s Development Co-operation Directorate Data for Development Profiles;
Building on good practices for effective development cooperation on data and statistics, facilitated by the OECD, Global Partnership for Effective Development Co-operation (GPEDC) and Bern Network.
