Maj. Gen. G. D. Bakshi criticises Pakistan's new nuclear command structure as a result of the 27th Constitutional Amendment, claiming that Asim Munir's promotion to Field Marshal and Chief of Defence Forces has essentially transformed Pakistan's nuclear posture into a "one-man" North Korea-style model in which centralised Army control has taken precedence over political consensus and trilateral checks. He describes how the previous National Command Authority, Strategic Plans Division, and consensual launch procedures were dismantled and replaced by a National Strategic Command led by a Munir-loyal Army officer, whose decisions are constitutionally protected even if they cause catastrophic losses to Pakistan.

Bakshi's major point is that Indian strikes from Kargil to Balakot to the most recent cross-border operations have already cut through decades of Pakistani nuclear blackmail, and that Pakistan's attempt to signal a lower nuclear threshold is "old wine in new bottles." He believes that small and modest arsenals, such as Pakistan's, can be blunted by layered air defence, offensive counter-force options, and sabotage, citing recent lessons from missile defence performance and worldwide trends in modern air defence systems. As a result, India should not self-deter, but rather formally discuss doctrinal reform, including abandoning the Pakistan-specific No First Use vow and openly announcing the ability to preempt and neutralise Pakistani nuclear assets if pushed to the brink. ​
