UPDATE: James Jay Lee has been shot and killed by a police sniper. All hostages have been freed and the situation is now resolved. The explosives Lee had strapped to his chest were indeed explosive and did indeed explode although the resulting explosion was described as a "pop" and a little puff of smoke.
