Now that the project broke ground, attention is being drawn on what steps will be taken moving forward. Actual construction can begin after more thorough inspections are held and only when global sanctions on North Korea are eased. Here's more.

Groundbreaking ceremonies typically include the symbolic scene of the first dirt being dug up from the ground using a shovel. But that was not seen on Wednesday. Representatives of the two Koreas signed a block of concrete and performed a gesture of connecting the rail tracks. The Seoul government had explained that the groundbreaking ceremony is more in the nature of signaling the start of the project rather than the construction itself.
[Soundbite] Lee Eugene(Deputy spokeswoman, Unification Ministry) : 'Construction won't begin immediately. We will discuss details with N. Korea on its road and rail routes, their conditions and how to carry out the project."
The most urgent task is examining the conditions of North Korean railways and roads. All the surveys conducted in the North since late November were an initial probe. This is because substantive inspections could not take place due to global sanctions imposed on Pyongyang. Transport Minister Kim Hyun-mee also said there is much to do before the construction and that just the design work alone will take one to two years. The project to reconnect and modernize railways and roads across the border can be likened to connecting the veins and arteries of the two Koreas. But experts say whether the date of construction can be pushed up depends on progress in North Korea's denuclearization.
