Описание к видео Singapore's Civil Service Pay Reduction Policy: Minister's Investigation & Political Fallout

The Civil Service has made its stance clear when it comes to officers under investigation by the Corrupt Practices Investigation Bureau (CPIB) and Singapore Police Force (SPF). When officers are interdicted from duty, they will receive half-pay, capped at a maximum of S$8,500 per month.

This isn't just any news; it's a response to an inquiry by Mr. Dennis Tan Lip Fong, a Workers' Party Member of Parliament for Hougang SMC. He wanted to understand how this policy affects junior, middle-rank, and senior civil servants. And here's what we found out.

Mr. Chan Chun Sing, who also serves as the Education Minister, delivered the written explanation on behalf of the Prime Minister. He clarified that if an officer is found innocent after the investigation, they will get their withheld half-pay reimbursed. However, if they're found guilty and dismissed, that withheld amount won't be coming back. And guess what? These rules apply to everyone across all ranks.

But here's where it gets interesting. On August 2nd, Prime Minister Lee Hsien Loong announced that Transport Minister S. Iswaran's ministerial pay had been adjusted to the S$8,500 cap. Why? Well, Mr. Iswaran was temporarily relieved from his ministerial duties due to an ongoing CPIB investigation.

PM Lee explained that the pay cut aligns with the civil service protocol for unique incidents involving ministers because there's no established rule or precedent for such cases. Now, what about Mr. Iswaran's MP allowance?

PM Lee made it clear that the ministerial pay cut does not affect the MP allowance, which is around S$16,000 per month. But suspending the MP allowance would require a motion to pass in Parliament. So, it's a different ball game altogether.

And in the midst of all this, Hazel Poa, a Non-Constituency Member of Parliament (NCMP) representing the Progress Singapore Party (PSP), proposed suspending Mr. Iswaran from his parliamentary duties for the remainder of the 14th Parliament's current session. She cited the seriousness of the corruption investigations and his non-performance in his constituency as reasons.

But here's the twist: the People's Action Party in Parliament voted against suspending Mr. Iswaran from his parliamentary responsibilities. Both the parliament and the Workers' Party backed a counter-motion suggesting that a decision on Mr. Iswaran's MP pay should only be made after the investigation concludes.
