Chancellor Friedrich Merz has pledged to make the Bundeswehr the strongest conventional force in Europe, backing the promise with a spending path that will hit a NATO-aligned 3.5 % of GDP—plus a further 1.5 % for supporting infrastructure—by the end of the decade. This Zeitenwende transformation already fielded its first visible milestone on May 22 2025, when the 45th Armoured Brigade “Lithuania” was activated during a public ceremony in Vilnius, marking Germany’s first permanent deployment abroad since 1945.  

Inside Germany, Defence Minister Boris Pistorius insists the force must become “kriegstüchtig”—war-capable—and has accelerated procurement reforms to slash red tape and push rapid mass production of critical systems. New capability priorities focus on layered air defence, long-range precision fires, and vast ammunition reserves needed to serve as NATO’s “critical backbone.” Berlin’s IRIS-T missile batteries—which have proved highly effective shielding Ukrainian skies—will form the core of this renewed air shield while Germany delivers additional units to Kyiv.  

NATO planners are already counting on Germany: draft force-structure targets ask Berlin to contribute up to seven additional brigades, expanding its commitment to seventeen by 2030.  Analysts note that the Lithuanian deployment could become the template for forward-postured European defence, deterring further Russian aggression along the Alliance’s north-eastern flank. 

Beyond hardware, the government is exploring a limited return of conscription to close a 100 000-troop gap and meet ambitious readiness metrics, signaling a societal shift toward shared responsibility for defence.
