বর্তমান ভূরাজনীতি ও বৈশ্বিক রাজনৈতিক বাস্তবতায় আন্তর্জাতিক আইন ধীরে ধীরে তার কার্যকারিতা ও প্রভাব হারাচ্ছে। যুক্তরাষ্ট্র, চীন, রাশিয়া ও অন্যান্য পরাশক্তির সামরিক অভিযান, গুরুত্বর মানবাধিকার লঙ্ঘন, জাতিসংঘের ভেটো রাজনীতি এবং জবাবদিহির অভাব নতুন করে বিশ্বব্যবস্থার সংকটকে সামনে এনেছে। যুক্তরাষ্ট্রে ট্রাম্পের আগ্রাসী পররাষ্ট্রনীতি, রাশিয়া–ইউক্রেন যুদ্ধ, ইসরায়েলের প্রভাবে মধ্যপ্রাচ্যের সংঘাত এবং এশিয়া–আফ্রিকার অস্থিরতা একই ধারার অংশ। তাই প্রশ্ন উঠছে- আন্তর্জাতিক আইনের সংকট থেকেই কি নতুন বিশ্বব্যবস্থা দেখতে যাচ্ছে বিশ্ব?

সপ্তদশ শতকের 'পিস অব ওয়েস্টফেলিয়া' থেকে দুই বিশ্বযুদ্ধ, স্নায়ুযুদ্ধ, আফ্রিকা ও মধ্যপ্রাচ্যের অস্থিরতা, জাতিসংঘের অস্তিত্ব সংকট, এক-মেরু বিশ্বব্যবস্থা এবং আজকের বহুমেরু বিশ্বের শক্তির ভারসাম্য বিশ্লেষণ করা হয়েছে। কেন আন্তর্জাতিক আইন কাজ করছে না, কীভাবে শক্তির রাজনীতি নিয়মকে অকার্যকর করে তুলছে এবং নতুন বিশ্বব্যবস্থা শান্তিপূর্ণ হবে নাকি সংঘাতমুখী— এই প্রশ্নগুলোর উত্তর খোঁজা হয়েছে এখানে।


In the current geopolitical landscape and global political reality, international law is gradually losing its effectiveness and influence. Military interventions by the United States, China, Russia, and other major powers; grave human rights violations; the politics of vetoes within the United Nations; and the absence of accountability have once again brought the crisis of the world order to the forefront. The aggressive foreign policy of Trump in the United States, the Russia–Ukraine war, conflicts in the Middle East influenced by Israel, and instability across Asia and Africa are all part of the same trajectory. This raises a fundamental question: is the world moving toward a new global order born out of the crisis of international law?

From the seventeenth-century Peace of Westphalia to the two World Wars, the Cold War, instability in Africa and the Middle East, the existential crisis of the United Nations, the unipolar world order, and today’s multipolar balance of power—these developments are examined in depth. The analysis seeks to answer why international law is failing, how power politics is rendering rules ineffective, and whether the emerging world order will be peaceful or conflict-driven.
