Kisoro district Authority and UN agencies are stuck with over 15.000 Congolese refugees that are camped at ungazetted areas within Kisoro district having refused to go to the settlement camps.

This, according to the authorities, poses both a security and disease outbreak risk.

The Congolese refugee influx in Kisoro swelled last week as fresh fights erupted between M23 Rebels and DRC government forces.
