Key Understanding: What decides Pension in 8th CPC?

The most important takeaway is that pension increase in 8th CPC will not be decided randomly. It will largely depend on:

• Dearness Relief (DR) prevailing at the time of submission of the 8th CPC report
• Date of submission of recommendations to the Government of India
• Fiscal capacity and Terms of Reference (ToR) given to the 8th CPC
• Political and economic considerations

As per the study, DR is expected to reach around 68% by May 2027 and may touch 72% by November 2027. This DR level will directly influence the fitment factor.

Likely Fitment Factor – Reality Check

Based on historical trends and current estimates:

• Minimum likely fitment factor: 1.93
• Upper likely range: 1.98

Expectations of fitment factor above 2.0 or 2.5 have no strong fiscal or historical backing at this stage.

Impact on Ex-Servicemen Pension

The tables provided in the document clearly show rank-wise pension estimates for:

• JCOs & Other Ranks (ORs)
• Officers from Lieutenant to Service Chiefs
