Access to finance has long been a barrier for Cambodia’s small‑scale post‑harvest fisheries businesses.

High collateral requirements pushed many toward informal lenders, trapping them in cycles of debt and survival.

The CAPFISH‑Capture: Post-harvest Fisheries Development project, together with the Credit Guarantee Corporation of Cambodia (CGCC) and partner banks like ACLEDA, Maybank, and FTB, introduced the Investment Support Facility (ISF)—a groundbreaking mechanism tailored to the sector.

Here’s how it works:
40% grant for eligible equipment and technical assistance.
50% guaranteed loan from partner banks, issued without collateral.
10% co‑investment from the enterprise itself.

By blending capital and sharing risk, ISF unlocks growth. Already, 70+ MSMEs applied, 25 selected, and over $2M mobilized—leading to new markets, upgraded operations, and more jobs across the value chain.

As Mr. Lida No, CEO of CGCC, explains: “This model de‑risks investment and connects smallholders to formal value chains, driving inclusive economic growth.”

ISF is more than finance, it’s a catalyst for transformation, building futures where opportunity flows fairly to families, communities, and entire sectors.
