This claim often pops up in vape marketing material, and is usually traced to a Public Health England report way back in 2015.

In fact, it came from research a year earlier, in which a panel of experts compared the harms of different nicotine products, from cigars to snuff to e-cigarettes.

Each product was given a score out of 100, based on 14 harm criteria. Only half the criteria related to the user; the other half measured impacts on others, which could be as broad as the product’s contribution to international crime and deforestation.

Cigarettes were judged to be most harmful, with a score of 99.6. But only two thirds of that (67 points) related to harm to the individual smoker.

E-cigarettes came in with a score of 4 out of 100.

The study authors noted “a limitation of this study is the lack of hard evidence for the harms of most products on most of the criteria”.
