A few months back I purchased a massive untested GPU lot on eBay featuring 32 untested gpus. Over the past couple of months have tested every single card to see if not only if they could boot up but also if they were stable inside of a windows environment. From our testing, we found that less than 1/4 of the graphics cards were actually usable but this doesn't mean they are perfect as a number of these graphics cards were in some really rough shape with some having broken fans or other damaged to their coolers. Anyways our recommendation is that it's probably not best to buy these lots unless you plan on trying to fix them or just want the experience.
