Agenda Item 2 - Delta ISB’s Chair’s Report and Business Matters

Agenda Item 3 - Presentation: Update on the Healthy Rivers and Landscapes Program by the California Department of Water Resources
The Agreements to support Healthy Rivers and Landscapes provide commitments for environmental flows and habitat restoration across the Sacramento-San Joaquin Bay-Delta watershed. The Healthy Rivers and Landscapes Program is a proposal comprised of environmental flows and
habitat restoration, and is currently under consideration for incorporation into the State Water Resources Control Board’s update to the Bay-Delta Water Quality Control Plan (Bay-Delta Plan). A major component of the agreements is a comprehensive science program, guided by a Science
Committee, that ensures strategic monitoring, research, and reporting to inform adaptive management of the flow and habitat commitments during
the term of the proposed 8-year program. As indicated in the MOU for the agreements, the Delta ISB is listed as providing review and input on the
scientific rationale for continuing or modifying the agreements in year 8 if the agreements are adopted to update and implement the Bay-Delta Plan by the State Water Resources Control Board. Dr. Louise Conrad, Dr. Erik Loboschefsky, and Pascale Goertler of the California Department of Water Resources will provide an update on the program, including the Draft Strategic Plan, Draft Governance Program, and Draft Science Plan.

Agenda Item 4 - Presentation: Overview of the Golden Mussel Framework by the California Department of Fish and Wildlife
The golden mussel, an invasive, non-native freshwater/brackish bivalve, was discovered in fall 2024 in the Sacramento - San Joaquin Delta. Since then, the Delta ISB has been staying informed on the monitoring and response to the discovery and offering any advice or science review that could help with the response given the Delta ISB’s work with the 2021 non-native species review. Past presentations to the Delta ISB include an overview of the golden mussel’s potential impact (see summary) and an overview of ballast water regulations (see summary). At this meeting, Martha Volkoff of the California Department of Fish and Wildlife will provide an overview of the recently released Golden Mussel Response Framework.

Agenda Item 5 - Discussion: Contaminants Monitoring Review
The Delta ISB is proposing a review to assess current contaminant monitoring programs in the Delta and is seeking feedback on its draft
prospectus. Public comments are due on May 12, 2025, to [email protected]. The Delta ISB will discuss any public comments received.

Agenda Item 6 - Delta Lead Scientist Report
Delta Lead Scientist Dr. Lisamarie Windham-Myers will update the Delta ISB on advances in science relevant to the Delta and on Delta Science Program activities. This includes: (1) a recent article on how particulate organic carbon scarcity exacerbates the vulnerability of the Delta ecosystem, (2) the recently released 2025 edition of State of Bay-Delta Science focused on extreme heats, (3) the 2023 Adaptive Management Forum Summary, and (4) a report out of the UC Davis Coastal and Marine Sciences Institute and the Delta Science Program’s symposium on May 9 exploring the impacts of microplastics on aquatic ecosystems.

Agenda Item 7 - Discussion: Reflections on the California Water and Environmental Modeling Forum Meeting
Delta ISB members who attended will reflect on what they learned at the California Water and Environmental Modeling Forum’s annual meeting
from May 12 to May 14, 2025.

Agenda Item 8 - Discussion: Planning for a Climate Science Research Symposium (Action Item)
The Delta ISB plans to organize and host a public symposium on the current state of climate science and how organizations in the region are considering climate change. The Delta ISB will discuss symposium planning and a summary of select literature to help inform the symposium. Based on the discussion, the Delta ISB may take action on next steps on the summary of select literature.

Agenda Item 9 - Public Comments
The Delta ISB will take public comments on topics within its jurisdiction that are not on the agenda.

Agenda Item 10 - Preparation for Upcoming Meetings

Agenda Item 11 - Review of Items for Follow-up
Staff will summarize any follow-up items for individual members to address after the meeting.
