For one it's called a revival project and based on the content it doesn't seem to be coming from Netease.

On their Reddit they said that their mission is to bring back Rules of Survival and one of their plans is to do data preservation. Upon checking Reddit and Discord they are working the 3D models of the original game. Not sure if they are ripping or recreating them because they have a contribution channel on the development where they ask for donations of the game files maybe using them as inspiration to properly recreate them.
