6. SOUNDBITE: (English) Stanislas Brabant, Head of Landmine Policy unit of Handicap International Belgium:
"We recorded in 2007, 5,426 new casualties related to landmines, cluster bombs and other explosive remnants of war. This is a decrease of about ten percent compared to previous years. There is good news in that, that is a decrease; but it is still too much. It highlights the fact that these weapons are still killing and keep killing and that is why they have to be banned."

"Overall we consider that globally there should be half a million individuals have been affected by these weapons in the past years and these people don't receive the assistance they should receive. It is a big challenge. We have seen a number of progress this year, for instance, countries such as Albania, Afghanistan, Sudan, Uganda, very very interesting progress. But overall the picture is still very very patchy, progress is only sporadic in most countries."

"There is much more work to do and in that respect the new convention on cluster munitions that will be signed on the 3rd of December in Oslo is of crucial importance. This convention has very clear obligations and this is new, it is a significant difference in comparison to the mine treaty."

STORYLINE:
NGO Handicap International on Friday said incidents related to landmines and cluster bombs were down 10 percent in 2007 related to previous years.
Despite the decrease, Stanislas Brabant, Head of Landmine Policy unit of Handicap International Belgium, said the incidents were still too frequent and that was why landmines "have to be banned."
The NGO's findings were published in its Landmine Monitor Report for 2008.
Brabant said that half a million people had been affected by landmines and cluster bombs in 2007 and that victims were not receiving the assistance they needed.
The Belgium Handicap International head said a new convention on cluster munitions due to be signed next month in Oslo is "of crucial importance."
Over 100 countries signed draft treaty banning cluster bombs in Dublin, Ireland, in May.
Peace activists have long sought a ban on cluster bombs because they leave behind unexploded ordnance that later maims or kills civilians.
A final signing ceremony for the Dublin agreement will take place in Oslo on Dec. 3, but many of the leading users of cluster bombs will not take part.
Handicap International is an international charity working in 60 countries worldwide in rehabilitation, inclusion of disabled people and in disability prevention, including landmines and cluster munitions clearance.
The NGO is the co-founder of the Cluster Munition Coalition and the International Campaign to Ban Landmines, which received the Nobel Peace Prize in 1997
