He was born on July 1, 1907 in Armenia, in Alexandropol (now Gyumri).
Caro's father - Charchoghlyan Hovhannes Mikhailovich, was a musician, owning a DUDUK and clarinet. In 1926 Karo Charchoghlyan drafted into the army,and he served in the city of Kharkov (Ukr.SSR.) There he met with Petrova Nadezhda Petrovna, his future wife.
During his military service, Karo continues to hone his performing skills and creates an ensemble of folk instruments, which he directs. After serving in the Soviet Army Charchoghlyan is married to Nadia and, with it, returned to his native Leninakan. In 1931, the young couple moved permanently to the city of Baku (AZ.SSR), where Karo's professional musical activity continues.

Charchoghlyan extraordinary talent attracted the attention of many well-known composers of Azerbaijan, including Seyid Rustamov and Uzeyir Hajibeyov, who invited him to work in State orchestras of folk instruments, headed by.
Continuing to perform on stage, the young talented musician begins teaching and leads classes of clarinet and DUDUK At the music school named after Asaf Zeynalli.

In 1939, Karo became the winner of the all-Union competition, winning the hearts of not only the audience, but also a strict jury. After receiving the state reservation, Charchoghlyan remains to Baku and continued his concert and teaching activity in the years of the great Patriotic War.
To this day, remain unsurpassed in their mastery of the first record of the main types of mugham virtuoso performance on the clarinet Maestro Caro Cartagena on Azerbaijani radio stations in the 50 –ies of the 20th century. They are masterpieces of Oriental music. Unlike some of his colleagues, performing Oriental music only by ear, Charchoghlyan was an educated musician and know musical notation. Life Karo Charchoghlyan was brief, but creatively rich. At the age of 49, after a short illness, he died of a brain hemorrhage on 21 November 1956. His grave has been a place of pilgrimage for Baku musicians of different nationalities for decades.
