Legal warfare, or "lawfare," is a key component of the Chinese Communist Party's (CCP) "Three Warfares" strategy adopted in 2003. It involves exploiting domestic and international law to advance China's strategic interests, including the suppression of internal opponents like Tibetans, Uyghurs, and Falun Gong.

For Tibetans and Uyghurs, the CCP uses legal frameworks to label their cultural and religious practices as "terrorism, extremism, and separatism" – the "Three Evils." This provides a purported legal justification for mass arbitrary detentions, forced labor, cultural assimilation campaigns, and the destruction of religious sites. Individuals are often imprisoned on vague charges, denied legal support, and face trials that fail to meet international standards.

Against Falun Gong, a spiritual movement, the CCP outlawed the practice in 1999 and subsequently used the legal system for widespread arrests, forced "re-education," and torture. Thousands have been detained in facilities, including those formerly known as "re-education through labor" camps, where they are subjected to brutal treatment, including allegations of forced organ harvesting. The CCP also extends this legal warfare transnationally, attempting to silence Falun Gong practitioners and their advocates abroad through legal challenges and intimidation.
