Note: In the past, Dexterity increased casting speed, it looks like the same is true this time around as well but not by much even though that information is hidden. Only a faith of 28 is required in order to use Sacred Oath (you can also use Sunlight Straight Sword) anything more is not required so you can spend the rest of your points however you want to.
