An increasing number of countries are adopting alternative methods for producing census statistics. Advances in data integration capabilities are compelling NSOs to move from the traditional census (full-field enumeration) to one where data is compiled from multiple sources including administrative registers, household surveys and other sources. Combining administrative data with that from other sources means that census data (including detailed small-area statistics) can be produced faster, frequently and with less cost. The use of administrative records as a first step in the census process necessitates a paradigm shift in how the census enumeration is conceptualized and organized. Such a method reverses the traditional approach; it involves identifying individuals in administrative records first and then assigning them to their appropriate location, housing unit and household as opposed to the traditional process of identifying housing units and households first and then enumerating the persons relating to them. If data is not fully sourced from administrative records, then a second step is needed to find people not present in the administrative records. In the second step, other data sources and field-based data collection (such as household surveys) may be used to fill in the gaps for a complete and accurate enumeration. Transitioning from the traditional census to that relying on administrative records requires having in place a system of registers that are consistent and of high quality (i.e. all unit records are uniquely identified). Establishing a mechanism for exploiting administrative records usually presents several challenges. The proposed session will explore some of these challenges, including:
Building capacity to conduct research, test and experiment with administrative records;
Establishing a legal framework for the acquisition, linkage and confidentiality of data as well as for establishing a continuous collaboration between NSOs and other agencies;
Establishing metrics and criteria by which the quality of data (accuracy and coverage) sourced fully or partially from administrative registers can be evaluated;
Establishing a continuous mechanism for updating statistical registers;
Developing strategies to identify hard-to-count population groups that might be missed in administrative records;
Experimentation and development of strategies for gap-filling with field-based data collection and other sources
Main expected outcome of the session:
Broader understanding of the challenges of transitioning from the traditional census to that relying on administrative records;
Develop input for the review of UN’s Principles and Recommendations for Population and Housing Censuses;
Develop input for the upcoming Expert Group Meeting on the 2020 Round of Population and Housing Censuses.
