आपलं स्वच्छ गाव, स्वच्छ शहर त्याचबरोबर माझे स्वच्छ सरकारी कार्यालयही असाव अशी संकल्पना प्रथमच चंद्रकांत दळवींनी मांडली, यासाठी चंद्रकांत दळवी यांनी सन २००८ मध्ये पुण्यासारख्या मोठ्या जिल्ह्यात जिल्हाधिकारी म्हणून कार्यरत असतांना 'झिरो पेंडन्सी अँड डेली डिस्पोजल'हा उपक्रम राबवला आणि तो यशस्वी करून दाखवला.

कार्यालये सुव्यवस्थित करणे, अभिलेख कक्ष अद्ययावत करणे आणि प्रशासकीय कामकाजात होणारा विलंब टाळून सर्व थकीत कामांचा विशिष्ट कालमर्यादेत रोजचे रोज निपटारा करणे म्हणजेच ‘झिरो पेंडन्सी आणि डेली डिस्पोजल’

India,The largest democracy in the world, the second highest populated country in the world. Be it birth or death, education or business, every common citizen has to interact with some or the other government office every day. But, increasing population, increasing urbanization is putting tremendous, pressure on the government offices. When the country is marching towards progress, the government offices, their system of working and the lack of modernization in the system are proving inadequate to provide services to the public. Our Prime Minister launched “Swach Bharat Abhiyan” in 2014. He visited many offices in New Delhi and expected that “Swach Bharat Abhiyan” should be implemented in government offices also. Taking inspiration from Hon.Prime Minister’s intention Chandrakant Dalvi launched “ Clean offices with Zero Pendency and Daily Disposal Abhiyan in Maharashtra.
