Nonetheless, civil rights advocates have raised substantive concerns about potential religious and racial discrimination, overbreadth, and due process implications. In evaluating the impact of these restrictions, advocates continue to question the breadth of executive authority in defining and acting upon national security justifications within the immigration context.
