With many more properties coming on to the Woodstock rental market and demand increasing it is vital that each Landlord knows their responsibilities and duty of care to their tenants. The Landlord and Tenant Act 1985 is the main legislation for landlords in England and Wales.
Landlords do have a legal duty to ensure that their rental property, and any electrical equipment provided, is safe before a tenancy begins and throughout its duration. Although there is currently no legal requirement to carry out regular checks on the electrics in a rental property, every landlord does have an obligation to ensure that the property continues to be electrically safe. The Electrical Safety Council recommends that a check of the electrical installation in a rental property is carried out at least every five years or at the end of a tenancy, whichever comes first. Where a change of tenants occurs after a short period of time (i.e. less than 6 months) a full electrical installation condition report may not always be required, however it is essential that the Landlord or managing company responsible for the property carry out a visual electrical check to confirm the property is safe to let to new tenants. For tenants that rent the property for a longer period of time an Interim electrical check is advised to be carried out on an annual basis.
An electrical installation consists of all the fixed electrical equipment that is supplied through the electricity meter. It includes the cables that are ordinarily hidden in the walls and ceilings, sockets, switches and light fittings and the Consumer unit (fuseboard) that contains all the fuses, circuit-breakers and RCD's (residual current devices). Every electrical installation deteriorates with use and age.

This allows each electrician to complete and sign off their own work as well as inspect and test work completed by other electricians. In January 2005 new legislation under Part P of the Building Regulations made it a requirement that for certain types of electrical work in dwellings, garages, sheds, greenhouses and outbuildings comply with these standards, this means a competent electrician must carry out the work. Things to look out for and report to the Landlord are:
• Broken sockets and light switches
• Signs of scorching around sockets due to overloading
• Overheating of electrical equipment (such as light fittings fitted with the wrong lamps) -- usually noticed by a strong, often fishlike, smell
• Damaged cables to portable electrical appliances or trailing cables / flexes
