The Operational Planning Data Environment (OPDE) Risk Register tool, developed by Security Coordination Centre SCC Ltd. Belgrade (SCC) within the C3PO framework of the Horizon Europe R²D² project, is designed to streamline and secure the risk management process established at ENTSO-E level.

This specialized IT tool replaces manual, error-prone exchanges with a centralized and secure repository, ensuring uniform risk submission, fast and simple communication, and efficient monitoring of the risk treatment process. Each Party can access and manage its own risks, while the Information Security Body (ISB) oversees and validates all entries, supported by integrated communication channels and full logging of changes.

By simplifying workflows, strengthening cybersecurity, and ensuring timely updates for all relevant actors, the OPDE Risk Register tool vastly improves how risks are managed and mitigated across the ENTSO-E community.

C3PO (Multi-risk Assessment Framework for Power Systems) is a product of the Horizon Europe R²D² project, which provides a unified approach to assessing and enhancing both the cybersecurity and physical resilience of Electrical Power and Energy Systems (EPES).
