The South African Broadcasting Corporation (SABC) has proposed a number of changes to their TV licence collection method, as the organisation continues to battle for funding.
In a presentation to parliament's portfolio committee on Tuesday, the national broadcaster said it only manages to collect 30% of TV licenses, with 70% of TV owners defaulting on payment.
Wayne Duvenage, the CEO of the Organisation Undoing Tax Abuse (OUTA) says the public has been reluctant to pay the TV licence or levy, as the purpose of doing so is not understood or appears irrational.
Joining us now to discuss this are Wayne Duvenage, the CEO of OUTA, and the Chairperson of the Independent Communications Authority of South Africa (ICASA) Dr Keabetswe Modimoeng.
