Snipers Are BROKEN In IS3

This run really needs RNG to be done, most of it comes from needing sniper vouchers, the relics aren't necessary but they make a huge impact and help lessen the RNG required from vouchers if you manage to grab some good ones, overall this is a completely superior version compared to IS2 and I'm really hyped for when they decide to do IS4
