The ranking is based mainly on three things (roughly in descending order of importance). 1. What did they do against someone with a known level of strength (for example, someone who defeated a Low Dragon would be at least a Low Dragon; furthermore, depending on how easy that victory was, I might bet its much higher)
2. How they are perceived by beings with a known level of power (ie a Low Dragon who considers someone to be much more powerful than them also places that someone at least in a Low Dragon). 3. How impressive are the actions shown to them (eg the speed at which they move, how tough they are, how much destruction they can cause, etc.)
In any case, there is clearly a lack of reliable information for almost all the records, so often I am guided by assumptions and intuition.
Generally, when information is scarce, I tend to err on the side of caution (and lower power levels)
