Описание к видео Politics of Conflict Response within the African Peace and Security Architecture

The African Peace and Security Architecture (APSA), composed of the African Union (AU) and sub-regional organizations, is increasingly shaping and setting the agenda for peace in Africa. This is unlike before when the United Nations and superpowers were the key players in peace response on the continent. Despite APSA’s significant progress, the multiplicity of sub-regional organizations with similar mandates and shared jurisdiction has led to conflicting roles, duplication, fragmentation, and growing challenges of cohesion among APSA institutions. This session will unpack the nodes of convergence and divergence within APSA, as well as opportunities to enhance complementarity, sequencing, and coherence for effective regional response to crises. The session will critically examine APSA’s contentious norms for conflict response; the impact of APSA on Africa’s security landscape; the fragmentation of APSA; and the role of external actors in APSA’s convergence and divergence.

Panelists:

Dr. Ndubuisi Christian Ani
Dr. Ndubuisi Christian Ani holds a Senior Scholar fellowship at the United State Institute of Peace. He is a Senior Researcher and Project Coordinator in the ENACT Programme at the Institute for Security Studies (ISS) in Abuja, Nigeria. Before taking on this role, he was a Senior Regional Advisor at the GIZ support project for the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in Accra, Ghana. Christian has held research roles at the ISS in Ethiopia, and the African Centre for the Constructive Resolution of Disputes (ACCORD) in South Africa. His expertise includes regional response to security and organised crime threats in Africa. He holds a PhD in International Relations; a Masters in Conflict Transformation and Peace Studies and a BA Honours in International Relations (Cum Laude) from the University of KwaZulu-Natal, South Africa.

Dr. Ueli Staeger
Dr Ueli Staeger a Research and Teaching Fellow (Maître-Assistant) at the University of Geneva. He also is an Associate Research Fellow at the United Nations University, Institute on Comparative Regional Integration Studies. He researches the dynamics of power and money at international organisations (IOs), with a focus on peace and security. Ueli Staeger oversaw the writing process of a dozen policy papers and an edited volume on behalf of the Swiss Forum for Foreign Policy, and has provided consultancy services for the European Parliament, Swiss Ministry of Foreign Affairs, Swiss Federal Department of Defence, ECDPM, Friedrich Ebert Stiftung, Konrad Adenauer Stiftung, and GIZ.

Hubert Kinkoh
Hubert Kinkoh is a Researcher on the African Peace and Security Governance (APSG) Programme at the Institute for Security Studies (ISS) Addis Ababa, Ethiopia. Hubert has previously held research positions with the International Crisis Group, the Economist Intelligence Unit and African Leadership Centre. As a policy-facing researcher, Hubert has extensive experience engaging national, continental and international stakeholders on the governance of peace and security in the Horn of Africa, East Africa, and the African Great Lakes Region. His research interests span, among others: regional institutions (the AU PSC and RECs/RMs) and peacebuilding; democracy, elections and constitutionalism in Africa; Africa and the international political economy; Africa-China peace and security relations; as well as youth and women agency in peace and security.

Liesl Louw-Vaudran
Liesl Louw-Vaudran is the International Crisis Group’s Senior Advisor, African Union. Before joining the International Crisis Group, she was a project leader for Southern Africa at the Institute for Security Studies (ISS) in Pretoria. She has participated as a panelist in numerous public events focusing on the AU and has written extensively about the AU, Regional Economic Communities and Africa’s broader peace and security challenges. Liesl has a Master’s Degree in Political Science from the University of Pretoria. She is a board member of In Transformation Initiative, a not-for-profit organization focused on peacemaking in Africa and globally. Liesl was awarded the title of Chevalier de l’Ordre National du Mérite by French President Emmanuel Macron in 2019.

Sophie Desmidt
Sophie Desmidt is head of the Peace, Security and Resilience workstream at ECDPM. Her expertise and interests relate to international and EU-Africa relations, peace and security, climate change, resilience and gender. This has included policy analysis on regional approaches to peacebuilding and conflict prevention, and support policy implementation on the linkages between climate change and conflict, resilience to climate change, and gender equality.


On May 3-5, 2023, the Alliance for Peacebuilding held its 11th annual conference, PeaceCon 2023: Beyond Fragile Ground: New Peacebuilding Architectures for Today and the Future.
