Step by Step to Change Lip Color in Photoshop

Open your Photo (Lip) in Photoshop
Create a New Blank Layer in Photoshop above the Lip Photo Layer
Take Hard Round Brush and Select Foreground Color you want
Draw on the lip with the Hard Round Brush
Change Blend mode Normal To Soft Light
Go to Filter then Select Blur Select Gaussian Blur
Adjust the New layer Opacity and Fill to More Realistic
