Francine is 2 years sober. No relapses. No screw-ups. But the system designed to help her is keeping her stuck. She wants to work, but if she gets a job, she’ll lose her housing. The county spends $1,875 a month on motel rooms like hers—more than it would cost to rent a real apartment.

This is the hidden reality of how America "shelters" homeless people.
