Koei Tecmo, If you don't know their name you can color me surprised, but you at least know their games. Koei of course being the creators of the Dynasty warriors franchise, and tecmo being the creators of Fatal Frame and Ninja gaiden.

Both companies have much more under their belt than this though and have a very storied history of their rise to fame.

To avoid confusion I differentiated between Tecmo and Tecmo Co Ltd, but so far as I can tell both companies at the time were both named Tecmo Co Ltd. Such a thing is possible if the development arm of the company and the publishing arm are located far enough apart but specific information regarding this has been hard to source to corroborate.
