Millions began voting in Rwanda’s presidential and parliamentary elections on Monday. President Paul Kagame is expected to win his fourth term and extend his rule for another five years.

A car bomb exploded outside a restaurant in Somalia's capital, Mogadishu, on Sunday night, killing at least five people and injuring another 20. Islamist insurgents have been blamed for the attack.
