Deep sea mining is a sector with wide-ranging implications for issues of international sovereignty, economic supply chains, and environmental preservation. In this seminar, speaker Joâo Paulo Horta Bettencourt discussed an overview of deep sea mining and the international governance climate surrounding resource extraction in deep ocean waters. Dr. Bettencourt also tied in current international negotiations and the viewpoints of small island developing states in the Pacific, as well as the cases of Norway and the United States, for a truly multilateral perspective that includes stakeholders from the Global South. As deep sea mining is a topic where so many areas of science, policy, and governance converge, it provides a perfect basis to explore the complexities inherent to the field of science diplomacy.

Dr. Bettencourt is an ocean scientist with background on physical-biogeochemical interactions and the marine biogeochemical cycles. He is currently a Research Fellow in the SEAS – Shaping European Research Leaders for Marine Sustainability Program at the Geophysical Institute of the University of Bergen in Norway, where he studies the effects of climate change and anthropogenic pressures on marine sustainability. He is a member of the Informal Group on Science-Policy Interface in Deep Sea Mining and a member of the European Science Diplomacy Alliance.
