Here is my OakenDen build for Elder Scrolls Online Update 37, Scribes of Fate.

Disclaimer - This build is designed to help players find their footing with Heavy Attack build and to hopefully help them improve and push for harder content. Although optimal there will be better setups and people who weave better than I do will reach a higher damage potential.
**
As with all Heavy Attack builds i’m using 5 x Storm Master, 5 x Sergeants Mail, 1 x Slimecraw, 1 x Oakensoul in the following order:
Front bar - Sergeants Lightning Staff, Precise, Flame Damage
Head - Storm Master, Divine, Max Mag
Shoulder - Slimecraw, Divine, Max Mag
Chest - Storm Master, Divine, Max Mag
Hands - Storm Master, Divine, Max Mag
Waist - Storm Master, Divine, Max Mag
Legs - Sergeants, Divine, Max Mag
Feet - Storm Master, Divine, Max Mag
Neck - Sergeants, Bloodthirsty, Physical Harm
Ring - Sergeants, Bloodthirsty, Physical Harm
Ring, Oakensoul, Bloodthirsty, Physical Harm
For solo play or groups that aren’t fully optimised you can swap out Storm Master for either Order’s Wrath (in light) or Noble Duelist.

For Consumables i’m using the following:
Bewitched Sugar Skulls or Tri Stat food for attribute buffs.
Essence of Health with Resistance buffs or Tri Stat for potions.

For boons I use Thief for when in an optimised group or when running 5 light pieces on the body or Lover for solo play when not running 5 light pieces on the body.

In terms of Champion Point slottables i’ve found the following produce the best results:
Warfare - Master-at-Arms | Wrathful Strikes | Exploiter | Weapons Expert
As with anything results may vary and if you swap any skills out you may need to test other slottables.
Fitness - Fortified | Bastion | Boundless Vitality | Celerity
Bastion is your Flex slottable and can be changed out depending on your situation, an example being Spirit Mastery should you require a faster resurrection time during group play.
Craft - Steed’s Blessing
The rest is down to personal preference and what the character is generally used for. Professional Upkeep, Liquid Efficiency and Rationer are great options but not essential. Take all the passives you're able to afford.

In terms of Race you’ll want Altmer, Dunmer or Khajiit ideally, though any Race will work but won’t have as high a damage output.
**
For Skills i’m using:
Winter’s Revenge | Fetcher Infection | Arctic Blast | Subterranean Assault | Barbed Trap | Wild Guardian
Arctic Blast acts as an instant heal, however, if you're comfortable with passive healing this swap for Leeching Vines or Lotus Blossom (latter is the better imo) for solo play. Be aware both of these skills can target allies instead of the caster so may not be as useful in group play.
If you're unable to stay in melee range then swap this for Unstable Wall for more AoE damage or Degeneration for more single target damage.

This build has the added bonus of having some semblance of a rotation to follow to make it easier to use.
Start by dead casting (no LA or HA between casts) Subterranean Assault, Barbed Trap and Wild Guardian. Once all active HA weave Winter's Revenge, Fetcher Infection and Arctic Blast. After this your rotation will be as follows (not all skills weaved with HA's):
Subterranean Assault - Winter's Revenge - Subterranean Assault - Wild Guardian - Barbed Trap - Winter's Revenge - Fetcher Infection - Arctic Blast - Repeat
