After the death of emperor Augustus, the throne of the Roman empire passed on to his adopted son Tiberius. His ascension didn't pass without complications though.

The roman army stationed in the province of Pannonia was anxious as to what would be the conditions of service under the new Emperor, and there were undoubted grievances of which they had to complain, including but not limited to the number of campaigns, dangerous work, unrewarding pay and underwhelming plot of lands rewarded at the end of the service.

The tension soon became active revolt, as the troops plundered the Roman countryside and the officers cracked down on the mutiny. But it could not be contained. The situation became so intense that Tiberius sent his son Drusus to deal with the situation as he saw fit.

During negotiations, even Drusus soon came under threat, but the tide turned due to the sign from the heaven: the night was special because of the lunar eclipse. This made the revolting legions afraid that their actions had no divine support and Drusus decided to use this situation in his favour...

The army had already begun to feel its strength, and to know that the throne really rested upon its arms. The Pannonian mutiny may be described as the first mutterings of a storm which, in after years, was to break out again and again. The time was coming when every army would think itself entitled to set up a candidate for the Empire;
