This is a short scene from the episode "Grau-roter Morgen" (Grey-red Morning) 1971 from the Crime TV-Series "Der Kommissar".

The plot of the episode revolves around the murder of a young woman in München (Munich), whose mother (played by Lilli Palmer) helps the police catch the murderer. The story is mostly told through monologues and flash-backs.

This is the longer version of the plot:

The police arrive at Mrs. Laresser's (Lilli Palmer) house to tell her that her daughter (Sabine Sinjen) has been found dead at the Isar (a river in Munich), shot in the head. She takes them up into the flat, which she shared with her daughter, Sybille, and tells them about hers and her daughter's life. It is revealed that Sybille had been a drug addict and that her mother was trying to help her stay away from the drugs (with increasingly less promising results). Sybille's father was apparently very much enraged about it and had given his daughter up after about a year of failed treatments.
Mrs. Laressa and the police go about the city looking for Sybille's friends (who are mostly also addicts), trying to find out what had happened during the last week before the murder (when her mother had left her alone because she couldn't handle the constant setbacks anymore).

In the end, it is revealed that it was Sybille's father who shot his daughter because he felt she was lost anyway and would only pull her mother down with her.
