It's important to note that there are no hard-and-fast rules for planning an attack or defense of an urban area. Each battle depends heavily on the situation at hand; however, some historical experience can be useful in devising strategies. Military strategists have drawn up a number of rules and guidelines for the conduct of urban combat.

The most important is the rule of "leverage." A force in an urban area has certain advantages—faster movement, tighter spaces, and superior firepower. The ability to get to advantageous positions and back out again is a big tactical advantage.

Another important rule is "the three-second rule." If a unit cannot move through a space within three seconds, it will have to move back out of the space (or else fight with whatever cover is available) and consider its options from there. This also applies while retreating. If there's no room to retreat, then the unit has to fight as close as possible until it can rest its position and rethink its strategy.
